The <strong>45% RAP SIP-1111\u2122 mixture met both rutting and cracking thresholds cited in the report<\/strong>.<\/p>\n<h2>Report and mixture context<\/h2>\n<p>The July 2024 final report, <em>Evaluation of the Effectiveness of Soylei Recycling Agent (RA) in High RAP Asphalt Mixtures in New York City<\/em>, documents City Asphalt plant production from September 15 through September 28, 2023. It evaluates 45% and 50% RAP mixtures with SIP-1111\u2122 against a baseline 40% RAP control and additional no-additive production mixtures.<\/p>\n<p>The balanced-mixture-design evaluation uses an HT-IDT strength threshold of <strong>greater than 30 psi at 44\u00b0C<\/strong> for rutting and an IDEAL-CT Index threshold of <strong>greater than 135 at 25\u00b0C<\/strong> for fatigue cracking.<\/p>\n<h2>What the result establishes<\/h2>\n<p>Figure 18 places the 45% RAP SIP-1111\u2122 mixture inside the passing quadrant. The 40% RAP control and 50% RAP SIP-1111\u2122 mixture fall below the report-cited IDEAL-CT minimum.<\/p>\n<p>For producers working with urban RAP streams, this field study demonstrates a five-point
